When you use keyboard shortcuts that jump between tabs, etc., releasing the keys generally completes the jump. For example, if your jump keys are Ctrl+Up Arrow, hold down the Ctrl key and repeatedly tap the Up Arrow key until the focus is on the tab or whatever you want to jump to. Release both keys and you're there.
If you let your pointer hover over a control element such as a toolbar button or tab, a text balloon appears that often contains a keyboard shortcut to jump to or activate the corresponding element. (Thanks to Dr. Rebecca Lee for pointing this out.)
Per usual Windows convention, an underlined letter in a control element label allows access to that element via Alt+letter. (For example, if a toolbar button is labeled "Rebecca", you can activate the button by hitting Alt+e.)

Note: It seems that sometimes you have to hit the tab key before this shortcut will work. Up/Down Arrow: Jump between adjacent messages in an In Basket section. Down Arrow: If no message is currently selected in an In Basket section, select the first message. Home/End: Jump to top or bottom of an In Basket section.
